Promotion Effected

A public officer in the State Department for Water and Irrigation was finally promoted following the intervention of the Commission in a case of unfair treatment.

Mr. Charles Munduyi complained to the Commission alleging a delay by the Public Service Commission (PSC) to attend to his appeal. According to him, he is a long-serving public officer in the position of Geologist I in the Ministry of Water, Sanitation, and Irrigation and that the ministry promoted Geologists but his name was omitted in the circular and thus he was not promoted to job group N. He appealed to the PSC and was advised that there was a problem with coding and that the same would be rectified and his promotion effected in December 2021. However, that was not effected and visits to the PSC office did not bear any fruits. The frustrations pushed him to complain to the Commission on 6th April 2023.

The Commission by way of inquiry took up the matter with the CEO, PSC, leading to his promotion from Geologist I to the grade of Chief Superintending Geologist.

“Following investigations into the matter, it has been established Mr. Charles Mudunyi was inadvertently not promoted under the Succession management exercise on account of the wrong designation coded in the payroll and compliment record. In view of the findings and taking into account the six years the officer has served in his current grade, the PSC in a letter dated 17th May 2023 promoted Mr. Munduyi from Geologist I to the grade of Chief Superintending Geologist. The decision has been communicated to the Authorised Officer, State Department for Water and Sanitation,” read a letter from PSC to the Commission.

Mr. Munduyi in an email to the Commission confirmed the development and thanked the Commission for the intervention.

“This is to confirm that the promotion letter was received at our office. I highly appreciate your assistance in this matter,” read his email.
